SetPoolCreationFee
SetPoolCreationFee sets the pool creation fee.
Parameters:
- cur: Current realm context; callers use cross(cur) when crossing into this realm.
- fee: New pool creation fee, in the configured native-token base units.
Halt check: reverts while the Pool halt scope is active.
