SetHaltLevel
SetHaltLevel sets the global halt level.
Parameters:
- cur: Current realm context; callers use cross(cur) when crossing into this realm.
- level: halt level to apply (None, SafeMode, Emergency, or Complete).
Only callable by admin or governance.
